It may well be political but it’s also understandable. The Union has too much power and underground train drivers are grossly overpaid. For years train unions have resisted sensible reforms that automate and reduce staff. Perhaps part of the reasoning is simply getting more freedom to upgrade things without the unions stopping everything all the time and passing on their wage costs to riders.
