One question though, you rule out the decoy beacon as a caused of fatality but what if there was a decoy beacon whose intent was not to kill anyone but just to cause an embarrassing diplomatic incident? Did it need to be on the whole time for this to be a possible cause or only briefly?

I am no conspiracy theorist though and your proposed explanation continues to make a lot of sense.
