Unfortunately your base line is off. We can see from Sweden that the economic impact was almost as bad as similar economies despite very few safety precautions taken but their loss of life higher. In other words your baseline may still be a huge cost in billions if not more making the cost of saving 250k lives (or whatever it is) much cheaper than you think.
